# Four coverage states: unknown is never no

A missing result cannot establish that a parcel has no plan, hazard or restriction. Read each layer's `coverage`, `source`, `as_of` and `note` together.

| `not_computed` | The result has not been computed. | Say so; do not substitute false or an empty list. |

For flood maps, `covered_no_data` means no matching mapped zone at the declared scope, not absence of every possible flood or waterlogging hazard. `not_covered` cannot support even that limited negative. An empty MPZP integration lookup does not establish a plan's legal status.

## Scope, method and date

V2 adds `scope`, `method` and `licence`. Scope is `parcel_polygon`, `point`, `obreb` (cadastral precinct), `gmina` (municipality) or `grid`. Point evidence must not become a whole-parcel conclusion. Method distinguishes `official`, `derived`, `computed` and `extracted`. Extraction is a method, not a fifth coverage state; below-threshold extraction becomes `not_covered`.

`as_of` is the source data date, not request time. Null means unknown. `meta.generated_at` does not refresh the source. A listed layer or approved licence does not prove coverage for a particular parcel.

## Polish domain glossary

A działka ewidencyjna is a cadastral parcel; obręb is its cadastral precinct; gmina is municipality. Plan ogólny (POG) is the municipality's general plan; MPZP is miejscowy plan zagospodarowania przestrzennego (local spatial development plan); WZ is warunki zabudowy (development conditions). Preserve these Polish terms in identifiers and explanations.

Plan states `draft`, `adopted`, `in_force`, `none` distinguish stages. Adoption alone does not mean a plan is in force. MPZP legal status can be null when a zone is identified without a known legal status; never translate null to `none`. No plan does not settle buildability; road evidence does not settle legal access. RCN means Rejestr Cen Nieruchomości: its aggregate concerns the entire obręb, not a parcel valuation. See [sources](sources.md) and [answer boundaries](never-answers.md).

## Parcel features, search and place suggestions

The card's existing 1 credit includes `result.features`: 20 sourced fields, each
with `value`, `unit`, `source`, `as_of`, `method`, `coverage` and `note`. The RCN
feature is a municipality cohort, rounded to 50 PLN/m² and suppressed below six
sales. It is context rather than an individual parcel valuation. Road geometry
never proves legal access. Missing inputs remain explicit unknowns.

GET `/v1/search` accepts these 12 flat filters with an existing q/id/point/bbox
scope or administrative `teryt` (4-digit powiat or 7-digit gmina). POST accepts
`polygon`, optional `limit`, `cursor` and the same flat predicates inside `filters`.
The separate typed `SearchRequestV2` area shape and exports remain unavailable.

`search_facets.scope_count` counts the full scope and `matched_count` the combined
AND result. Every active filter reports independent `matched`, `excluded_known`
and `excluded_unknown` counts before pagination and other filters. Unknown never
passes a predicate, including false; unknown counts overlap and must not be summed.

GET `/v1/places?q=War&limit=10` requires a key and costs **0 credits**. Prefixes
have 2..100 characters; limit defaults to 10 and is at most 20. Matching ignores
case and accents, including ł/l. Results distinguish gmina, powiat, obręb and
miejscowość, with parent, id, TERYT and parcel coverage. A locality without SIMC
has `teryt: null`; its parent gmina code is not a locality TERYT. See the
